PRIORITY DIRECTIONS OF FOOD INDUSTRY STATE REGULATION AS A MEANS TO DIVERSIFY AGROEXPORT

The subject of research is scientific, theoretical, methodological and practical aspects of state regulation of the food industry of Ukraine as a tool to improve the efficiency of its operation. The purpose of the study – based on the generalization of research and evaluation of agricultural market institutions to develop practical recommendations for the development of state support for food industry as a means of diversifying the export of agricultural products and food. Methods. The following methods were used during the research: abstract-logical, in particular methods of analogy, comparison, induction, deduction (generalization of theoretical principles on the essence of state support). Research results. The article considers priority directions of state regulation of food industry as a means of diversification of agro-export. The article proves that the key tools and methods of state regulation in the context of implementation of the modernization model in the food industry are to stimulate the development of the labor sector, information technology, logistics and resource support of domestic production. A priori, a production complex cannot develop and, moreover, form and realize competitive potential without a proper and accessible material and technical and technological base, financial, investment and resource support. Today, due to the limitations of the budget of our country, which can be used for the modernization of the capacities of the food industry enterprises, there is no reasonto rely on full state support for modernization measures. However, certain preferences may be granted at the state, regional and local levels for attracting private investment in the modernization of existing and the creation of new capacities for deep processing of agricultural products. The choice of certain instruments of state regulation or their combination depends on the current state of the food industry, resource capacity of the state budget, the state of agri-food market infrastructure, trends in the development of the world conjuncture. At the same time, in order to increase the effectiveness of state regulation, it is necessary to ensure the right combination of mechanisms, tools, means and measures used for its implementation while at the same time respecting basic principles, an appropriate combination of endogenous and exogenous factors of the development of the food industry in the country. Instruments of state regulation of certain types of agri-food production should be considered in the complex of support for both agricultural commodity producers and processing enterprises, which will promote synergy for each level of supply chain participant. Scope of research results. The research results can be used in the development of strategic directions for the development of the agro-industrial sector of Ukraine.
