REFORMS OF LAND MATTERS: INTERNATIONAL EXPERIENCE

It is not the first agrarian reform in Ukraine for the last 100 years, but none of them was productive. Ownership is the right to own, use and dispose of. If at least one of these three property rights does not work, then there is no property, and the land issue is still not resolved. Ukraine needs to choose between a highly efficient rural economy or a "social" village when introducing the land market. This is evidenced by the international experience of the states that are constantly mentioned as an example – Russia, Moldova, Georgia, the Baltic states, Poland, Hungary and Brazil. In each of these countries private property and the land market have been formed for a certain purpose – either to provide a high level of agricultural production, or to develop a mechanism for social protection of the population living in rural areas. Unfortunately, these two goals are very difficult to be combined [5]. The problem of introducing a model for reforming the Ukrainian land market is not a simple question – among which countries to choose? We believe that for the Ukrainian land market, an own model of reform must be formed that will meet the specifics of the territory of rural areas, the conditions of farming and the combination of the interests of the rural population, owners of enterprises and the interests of the state, and the most important thing will be to avoid shortcomings in the process of reforming the land market, this determining the relevance of the study. Since the model of the land market of an individual country precisely determines economic conditions that make it possible to operate effectively in a certain country. But we cannot forget about the international standards of conditions for the formation of the land market.
