Experience in the practical application of modernization theories in the food policy of developing countries

Abstract

The main theses of the modernization theory and their evolution are highlighted in this article. The description is given of the successful usage of the modernization theory in the food policy of the developing countries, such as in Brazil and India at the different stages of the development. In particular, the features of the food policy of Brazil at the time of the military dictatorship and at the time of the redemocratization are revealed, as are the food policy of India at the periods of the industrialization and the «new industrialization». It is showed, that despite of the significant differences in the modernization models of Brazil and India, they have a number of common features, which are connected with the high effectiveness of the reforming. These are: the reduction of the governmental interference in the economy and decentralization of the governance and the liberalization of the foreign trade.
