Abstract

The aim of the work is to substantiate the strategic goals of the sugar industry development by 2030, based on the main principles of the Government Priority Action Plan. The state of the industry from 2008 to 2017, defines the main problems of the industry and the prospects of increasing production and exports of sugar in order. The methods of economic analysis to identify the main problems and targets of development, as well as methods of statistical analysis to identify threats and opportunities to achieve strategic goals and forecast the main trends of the sugar industry were used. The author analyzes the ratings of world producers, exporters, importers and consumers of sugar to determine the possibilities of foreign economic activity. It has been found that Ukrainian sugar producers have the prospects for expanding production and exports, provided that the world population is constantly growing. The potential countries of sugar sales, namely the OAU, Algeria, Nigeria and Saudi Arabia, and the markets for pressed pulp, including the markets of China, the USA, Iran, Indonesia, Japan and Peru, are identified. In connection with the identified problems and opportunities for the effective development of the sugar sector, strategic goals for 2030 to ensure the cultivation of sugar beets by seeds of domestic breeding are set: increase in sugar production due to increased sown area and sugar yield of 1 hectare; reduction of the cost price and ecological danger of sugar production due to more active use of integrated processing of sugar beets, namely, production of bioethanol and biogas; increase in sugar content of beets; an increase in the volume of sugar exports due to the expansion of markets and the promotion of export operations by the state. Due to the reorientation of sugar producers to export supplies and the achievement of a 60% share of exports in production, the state will receive an additional approximately UAH 8 billion, while the profitability of sugar factories will stabilize, which will promote the intensive development of the sugar industry and rural areas and the opening of new jobs.
