LAND AS A STATE FOOD SECURITY POTENTIAL

Land resources are important for the country's economy and the development of society as a whole. On their basis, the food, resource, production and infrastructure components of the country's socio-economic development are formed. Among other European countries, Ukraine stands out for its extremely powerful land and resource potential, but this potential is not fully utilized. The purpose of the study is to consider possible precautions and risks for food security of the state in connection with the introduction of agricultural land circulation and the entry into force of relevant bills. To substantiate the changes and proposals on the formation of the legislative framework for the turnover of agricultural land, which will maximize the potential of land resources to ensure food security of the state. The methodological basis of the article is general scientific and special research methods: generalization, induction and deduction, comparison – to analyze the potential of land resources as the basis of food security of the state and assess the institutional environment regarding the circulation of agricultural land; historical – to study the genesis of land privatization processes and food industry enterprises; graphic – when analyzing food safety indicators and studying the dynamics of the development of agricultural and food industries. The results of the study. The potential of the land as the main natural resource is considered - the creator of the additional value of the entire agro-industrial complex. The analysis of world experience in the implementation of the land market and the proposals of domestic science in this matter. The conditions of legislative consolidation of the requirements of the buyer of the land plot are determined and proposals are made for the creation of a special effective system for regulating land circulation, which will be crucial for improving the efficiency of land use and ensuring food security of the state in the context of globalization.
