CHALLENGES AND ADAPTATION: INSTITUTIONAL FOUNDATIONS OF UKRAINE'S FOOD SECURITY IN TIMES OF WAR

Subject. This article explores the resilience of Ukraine's food system amidst full-scale war and global challenges. Special attention is paid to the transformation of agricultural production, the role of local food systems, adherence to food quality and safety standards (in particular, HACCP), and international cooperation in strengthening the institutional capacity of the state. Purpose. To identify the key factors of food security under destabilizing conditions and to substantiate tools for increasing the resilience of Ukraine's agri-food system in both the short and long term. Methods. The study applies an interdisciplinary approach using statistical analysis, comparative assessment of national and international experiences (Moldova, Georgia, Romania), and a critical review of current food policy initiatives implemented in Ukraine between 2022 and 2024. Results. The effectiveness of local food systems in meeting basic population needs under disrupted logistics has been demonstrated. Barriers to HACCP implementation among small producers have been identified, and prospects for adapting these standards under crisis conditions outlined. The analysis also covers international support practices that contributed to the recovery of the agricultural sector, strengthening of institutional capacity, and humanitarian response. Scope of application. The materials can be used for developing strategic food security plans, designing international technical assistance programs, and improving recovery and sustainable development policies in the food sector.
