AGRICULTURAL EXPORT POTENTIAL OF UKRAINE IN THE CONDITIONS OF EUROPEAN INTEGRATION: CHALLENGES AND OPPORTUNITIES

Subject. A set of theoretical, methodological and applied aspects of foreign economic activity of agricultural and industrial complex products in conditions of periodic agrarian crises and during the years of military aggression of the Russian Federation. Purpose. To reveal trends in the export of agricultural and industrial complex products in conditions of agrarian crises and local recessions and the Russian-Ukrainian war, increasing external and internal turbulence. Methods. The basis of the conducted research was general scientific and special research methods: systemic and retrospective analysis - to establish the features of the implementation of trade flows of agricultural and industrial complex products; formalization, analysis and synthesis - to assess the role of various groups of goods in meeting the needs of foreign countries in food in conditions of agrarian crises, local recessions and martial law; comparative analysis - when studying the directions of export of agricultural and industrial complex products. Results. The role and place of Ukraine in the export of food products to world markets are analyzed and the key circumstances of the change in the directions of the implementation of agricultural and industrial complex products between the EU and other countries of the world are revealed. It was found that the volume of exports of goods was constantly decreasing, and the products of the agro-industrial complex were increasing, but with local declines. On the one hand, this is due to the agrarian crises of 2009, 2015 and 2020, on the other hand, with the completion of the formation of a national system of technical regulation compatible with the European one, and on the third hand, with the adoption by the European Parliament of temporary measures to liberalize trade in Ukrainian goods. Taking into account all factors, in 2024 the second result of the export of agro-industrial complex products in the entire history of Ukraine was obtained. At the same time, the decrease in the export of agro-industrial complex products to other countries of the world (except the EU27) contributed to the fact that the EU became a key importer of Ukrainian food. Scope of the results. The research results include the disclosure of challenges and problems, features of the implementation and results of export activities of agro-industrial complex products in 2008-2024 in the conditions of agrarian crises, the pre-war period and martial law. The identified trends will be taken into account when forming a strategy for export activities for the future.
