FEATURES OF RURAL AREAS HUMAN CAPITAL REPRODUCTION

The subject of research is a set of theoretical, methodological and applied principles of reproduction of human capital, socio-economic relations, processes, phenomena that accompany it. The purpose of the study is to propose theoretical approaches to the reproduction of human capital in rural areas on the basis of scientific research. Methods. The research used general and special methods of economic research, in particular: a systematic approach, comparative, dialectical and abstract-logical. Research results. The article reveals theoretical approaches to the opening of specific features of reproduction of human capital in rural areas. Motivation of effective human potential of rural settlements of Ukraine is considered in the context of its institutionalization, activation of local self-government and development of local labor markets, diversification of social base of its innovation, leveling of economic and social imbalances, improvement of the regulation of employment in agricultural enterprises, improvement of the investment climate. The rural territories unite the rural settlement network, natural and human resources, production and social infrastructure in the countryside, in order to meet the needs, interests and well-being of the population, resulting in balanced rural development as a whole. In conditions of instability, the task of preserving the accumulated socio-economic potential of rural areas assumes primary importance. During this period, the functional load of human capital becomes particularly important, because it has the task of maintaining the vitality of the territory. It is in the turbulent period that it is advisable to assess the effectiveness of investment resources in human capital. High resilience is characteristic of the human capital of rural areas. Under the low investment costs, this property has made it possible to preserve rural areas in the face of long-term negative impacts and the lack of effective rural development programs. It is because of the resilience of human capital that the rural territories have not lost all of the skilled human capital, which partly operates within rural settlements, continues to work in personal peasant farming, providing food and partly forming the supply of agricultural food and makes a significant contribution to the family budget. Scope of research results. The results of the research will be used in the process of developing comprehensive plans for socio- economic development of rural integrated territorial communities.
