ACTUAL DIRECTIONS OF ALCOHOL INDUSTRY DEVELOPMENT IN THE CONDITIONS OF PRIVATIZATION

The characteristics of the technological state and the technologies in the production of alcohol and bioethanol are given. Global revenue of producers in the segment of alcoholic beverages according to 2020 is 409,559 million USD. It is expected that the complex annual market growth rate in the period 2020-2023 will be 7.0%. The analysis of the activity of distilleries shows that the domestic needs of Ukraine in alcohol for the production of alcoholic beverages are 18-20 million dal at the production facilities of distilleries, where starch-containing raw materials are processed. It should be noted that the governmental structures of Ukraine have not ensured the regulatory role of the state in the development of the industry. Moreover, the Resolution on the establishment of the State Enterprise Ukrspirt and the liquidation of the Ukrspirt concern deprived the enterprises of legal independence and their motivation for technical and technological development. All other enterprises need re-profiling for the production of fuel ethanol, technical alcohol, and other products. A significant part of the capacity of distilleries can be used for the production of bioethanol, alcohol-containing products and alcohol for technical purposes. In Ukraine, a significant amount of work has been done to implement the technology of bioethanol, which is obtained by bioconversion of sugar and starch-containing raw materials. The main mechanisms of overcoming the depressive factors of the alcohol industry, which are based on the basis of innovative development and the creation of low-waste, environmentally friendly production, are determined. In addition, a restraining factor influencing the pricing policy and sales of bioethanol is its excise taxation in the same amount as ethyl alcohol for alcoholic beverage production. The volumes of fuel ethanol production and the number of used capacities depend on the volumes of production of domestic types of gasoline, which are constantly decreasing. It is proposed to balance the capacity of the industry by re-profiling enterprises to produce other products. their directions of use and innovative development with the decision of social, economic and ecological questions in the conditions of privatization.
